“The education ministries began using a formula, the so-called ‘curricular norm value,’ to determine how man places for students each course of study should have at each university. Whether this formula was realistic or not was unimportant. What was significant was the temptation – in a time of low funding and large numbers of students – to manipulate the ‘norm values’ to the point where as many places as possible for students could be created. The consequences for German public universities are well known.”

Und führe uns nicht in Versuchung, sondern erlöse uns von der Vergangenheit – und an der Technischen Universität München? – 8
„Ob dieser Schlüssel, der sogenannte Curricular-Normwert, realistisch war oder nicht, spielte dabei keine Rolle. Vielmehr war die Versuchung groß, in Zeiten leerer Staatskassen und steigender Studentenzahlen so lange an den Normwerten herumzuschrauben, bis rein rechnerisch die größtmögliche Anzahl an Studienplätzen erreicht war. Mit den bekannten Folgen für die Massenuniversitäten.“
