“The problem is that it is the very incomprehensibility of the Capacity Edict that has protected it from attack for too long a time. Its damaging effects were able to spread quietly for years throughout the German university system. Recently the harm has become even more widespread since the courses of study at practically all of the large German universities have become crowded to such a degree that everywhere in the country numerical limits have had to be placed on student registrations. Christoph Markschies, President of Humboldt University in Berlin, says, ‘The Capacity Edict is superfluous. If it were rescinded, you would hear champagne corks popping all over the place’.”

„Und genau das ist das Problem: Ihre Unverständlichkeit hat die Kapazitätsverordnung lange vor Angriffen geschützt. So konnte sie in aller Ruhe ihre schädliche Wirkung entfalten. Erst recht, seit an fast allen großen Universitäten die Studiengänge so überlaufen sind, dass die Einführung flächendeckender NCs erforderlich war. Christoph Markschies, Präsident der Berliner Humboldt-Universität, sagt: »Die KapVO ist überflüssig. Wenn sie abgeschafft wird, knallen hier die Champagnerkorken.«“
