“An Attack on German University Policy” – but at the Technical University of Munich? – 3
“Among scientists and researchers, the excellent reputation of Bamberg and other universities in the Franconian region of Bavaria is well known. However, in the Bavarian capital, Munich, the government authorities responsible for those universities do not favor them at all. Instead, those authorities – in what Munch insists on calling ‘Munich, Inc.’ – favor the universities of another region: i.e., the universities of Munich itself.
“Munch says, ‘The research policies of the Bavarian government certainly have created universities in Munich that are in a leading position, but this is to a considerable extent due to the larger number of personnel the government has committed to efforts at those universities. The effect of those efforts, though, appears in quite the opposite light if you examine the figures. “Munich, Inc.” is seen to be less efficient when its universities are compared to other ones. At the University of Munich (the LMU), 5,129 scientists have been responsible for attracting outside funding for research projects that averages 22,800 euros ($31,300) per scientist. At the Technical University of Munich, the figures are 4,100 scientists averaging 28,400 euros ($38,900) each. However, at the University of Wurzburg, the numbers are 2,523 scientists averaging 35,800 euros ($49,100) each; at Erlangen-Nuremberg, the figures are 3,340 scientists and 26,600 euros ($39,200) each; and at Bayreuth, 934 scientists averaging 30,000 euros ($41,200) each’.”

„Richard Münch attackiert die gegenwärtige Hochschulpolitik“– aber an der Technischen Universität München? – 3
„In Wissenschaftlerkreisen ist das wohlbekannt, aber in der für Franken zuständigen Hauptstadt, die Münch beharrlich Standort oder auch Großstandort nennt, favorisiert man eine andere Hochschulregion: ‚Die von der bayerischen Forschungspolitik forcierte herausgehobene Stellung des Standorts München ist maßgeblich dem größeren Personaleinsatz geschuldet und schlägt bei einer Umrechnung auf das eingesetzte Personal ins Gegenteil um. Der Standort München erweist sich im Vergleich zu den Konkurrenten als weniger effizient arbeitende Einrichtung. An der LMU (Ludwig-Maximilians-Universität) werben nicht weniger als 5129 Wissenschaftler pro Kopf 22,8 Tausend Euro DFG-Mittel ein, an der TU München 4100 Wissenschaftler pro Kopf 28,4 Tausend Euro, in Würzburg jedoch 2523 Wissenschaftler pro Kopf 35,8 Tausend Euro, in Erlangen-Nürnberg 3340 Wissenschaftler pro Kopf 28,6 Tausend Euro, in Bayreuth nur 934 Wissenschaftler pro Kopf 30 Tausend Euro’.”
