A More Just Educational System in Germany – and at the Technical University of Munich? – 8
“ZEIT: You want to leave the schools in Germany under state control, but hand over the actual management of them to the private sector. What do you hope for by doing that?
“Lenzen: The state must set the goals and make sure they’re met. The schools, though, should be free to choose the ways and means they use to achieve those goals. If the schools were to receive a certain amount of money for each pupil, and if the parents could choose the schools, then competition would reward the good schools, and the bad schools would be – in a worst case scenario – closed.”

„ZEIT: Sie wollen die Schulen unter staatlicher Kontrolle lassen, aber in private Hand geben. Was versprechen Sie sich davon?
Lenzen: Der Staat muss Ziele vorgeben und deren Einhaltung kontrollieren. Die Schule sollte aber frei in der Wahl des Weges und der Mittel sein. Wenn die Schulen pro Schüler einen bestimmten Geldbetrag bekämen und die Eltern die Schule wählen könnten, dann würde der Wettbewerb gute Schulen belohnen, schlechte würden schlimmstenfalls geschlossen.“
