As an important public service, there is a sidebar <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">piece entitled &#8220;<\/font><a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2006\/03\/10\/AR2006031001997.html\"><font face=\"Geneva,Arial,Sans-Serif\"><font size=\"2\"><em>No Reader Left Behind<\/em>: A Guide to the Law<\/font><\/font><\/a><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">,&#8221; by Jay <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Matthews.  Since I learned a lot (and have already forgotten a lot) from <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">the column, I&#8217;m posting a link here for my future reference, and for the <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">edification of other readers and lawyers who have no idea of the intri-<\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">cacies of this legislation (and the resultant regulations, state-by-state)<\/font><\/p>\n<blockquote>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\"><img decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/ethicalesq\/graphClimb.gif\" alt=\"graphClimb\" \/>  According to Matthews, the three key letters in any <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">dicussion of NCLB are <em>AYP<\/em>: <em>adequate yearly progress<\/em>. <\/font><\/p>\n<\/blockquote>\n<p dir=\"ltr\">&nbsp;<\/p>\n<p dir=\"ltr\">&nbsp;<\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\"><img decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/ethicalesq\/tinycheck.gif\" alt=\"tiny check\" \/> Envy has never been part of my personal make-up (I don&#8217;t think).  So, the <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">many achievements of my many talented friends do not evoke the green-<\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">eye monster in me.  Nonetheless, occasionally, I see what <\/font><a href=\"http:\/\/topics.nytimes.com\/top\/reference\/timestopics\/people\/r\/larry_rohter\/index.html?inline=nyt-per\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Larry Rohter<\/font><\/a><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\"> <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">gets to do for a living, and wish I had headed for journalism school instead <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">of law school, after we left Georgetown in 1971. My local Sunday paper (<em>The<\/em> [Schen-<\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">ectady, NY] <em><a href=\"http:\/\/www.dailygazette.com\">Gazette<\/a><\/em>, March 12, 2006, $ub. only)  has one theologist, Tom <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Dickens at Siena College, explaining: <\/font><\/p>\n<blockquote>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">&#8220;More theologically, Catholics believe God is not legalistic. <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">God does not insist on strict obervance of rules strictly for <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">the sake of observing rules.  The point of fasting and doing <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">without is to make room in our hearts for the love of God and <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">the love of neighbor.&#8221; <\/font><\/p>\n<p dir=\"ltr\">&nbsp;<\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\"> <img decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/ethicalesq\/shamrocksSN.gif\" alt=\"shamrocksSN\" \/>  <\/font><\/p>\n<\/blockquote>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\"> Note, though, that not all bishops are being so flexible.  According to The <\/font><\/p>\n<p dir=\"ltr\"><em><a href=\"http:\/\/www.mlive.com\/news\/sanews\/index.ssf?\/base\/news-18\/1142076027134860.xml&amp;coll=9\"><font color=\"#000000\" face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Saginaw [MI] News<\/font><\/a><\/em><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">, March 11, 2006:  <\/font><\/p>\n<blockquote>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">&#8220;No such luck, however, in Brownsville, Texas. Bishop Raymundo <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Pena, who heads the diocese, which is 85 percent Hispanic, is <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">sticking with the penitence.   <\/font><\/p>\n<p dir=\"ltr\">&nbsp;<\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">&#8220;In Portland, Maine, Bishop Richard J. Malone, has given the OK <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">but is requiring parishioners to fast the Wednesday prior to the <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">holiday if they consume meat, says diocese spokeswoman Sue <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">Bernard, director of communications.&#8221;<\/font><\/p>\n<\/blockquote>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">As an ex-Catholic and born skeptic, I really don&#8217;t believe that a large per-<\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">centage of American Catholics would have skipped their corned beef, if <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">the local bishop failed to offer his [not, or her] dispensation.  I&#8217;m also a <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">little bemused by the statement from Siena&#8217;s Dickens.  After noting that <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">abstaining from meat should be seen by Catholics as serving a larger <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Geneva,Arial,Sans-Serif\" size=\"2\">end, Dickens says:<\/font><\/p>\n<blockquote>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">&#8220;It ought not be onerous; it should be a joy to<\/font><font face=\"Arial\" size=\"2\"> fulfill.&#8221;<\/font><\/p>\n<\/blockquote>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">In my experience, watching some very serious Catholics close-up, <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">abstaining from meat on certain prescribed days has very often been <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">done with much joy &#8212; resulting in some of the most savory fish, sea <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">food and vegan meals I have ever shared.<\/font><\/p>\n<blockquote>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\"><strong><em>B<\/em><\/strong>ack to envy.   If I <em>ever were<\/em> to get caught up <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">in the <\/font><font face=\"Arial\" size=\"2\">cardinal sin of envy, it would probably happen after <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">seeing that <a href=\"http:\/\/blogs.law.harvard.edu\/ethicalesq\/stories\/storyReader$5063\">Andrew Riutta<\/a> can achieve so much haiku <\/font><\/p>\n<p dir=\"ltr\"><font face=\"Arial\" size=\"2\">excellence on just one page of <span><span><span><span><span><font face=\"Arial\" size=\"2\"><a href=\"http:\/\/www.poetrylives.com\/SimplyHaiku\/\"><font color=\"#000000\"><em>Simply Haiku<\/em><\/font><\/a>:<\/font><\/span><\/span><\/span><\/span><\/span><\/font><\/p>\n<p
