2005):<\/FONT><\/SPAN><\/DIV><br \/>\n<BLOCKQUOTE><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">&#8220;I have developed a simple rule of thumb in analysing conservative policy <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">pronouncements, the Knaves and Fools Rule. The rule is simple: Conservative <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">policy pronouncements are made by knaves and then the pronouncements are <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">believed and repeated by fools.&#8221;<\/FONT><\/SPAN><\/DIV><\/BLOCKQUOTE><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">Stu&#8217;s example of this rule is the recent <EM>WSJ<\/EM> assertion that the rich are being soaked, <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">as our tax code become more and more progressive.&nbsp; Read the post for the details, <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">but here&#8217;s its conclusion:<\/FONT><\/SPAN><\/DIV><br \/>\n<BLOCKQUOTE><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">Contrary to the <SPAN style=\"FONT-STYLE: italic\">WSJ<\/SPAN>&#8216;s conclusion, overall, the various changes in the tax <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">code since 1982 have made the federal tax system less, not more, progressive. <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">That is, the rich are paying a lower portion of the overall tax burden relative to <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">their income now then they did in 1982 and the system&#8217;s progressivity is headed <\/FONT><\/SPAN><\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><SPAN><FONT face=\"Times New Roman,Times,Serif\" size=\"2\">for further declines.<BR><BR>The Moral of the Story: Only fools rely on &#8220;facts&#8221; bruited about by knaves.<\/FONT><\/SPAN><\/DIV><\/BLOCKQUOTE><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><FONT face=\"Times New Roman,Times,Serif\" size=\"2\"><\/FONT>&nbsp;<\/DIV><br \/>\n<DIV dir=\"ltr\" style=\"MARGIN-RIGHT: 0px\"><FONT face=\"Times New Roman,Times,Serif\" size=\"2\"><img decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/ethicalesq\/bishop.gif\" alt=\"bishop\" \/>&nbsp;
