of America’s Founding Ideas.”<\/EM>  Prof. Fischer notes that historically the words liberty<\/EM><\/FONT><\/DIV>
\n
and freedom<\/EM> have different origins: “liberty meant privileges of independence; freedom <\/FONT><\/DIV>

referred to rights of belonging.”  The piece concludes:<\/FONT><\/DIV>

“The catch, of course, is that people become more truly free only when the <\/FONT><\/DIV>
