Since I moved<FONT color=\"black\"> to <\/FONT><A href=\"http:\/\/www.hometownlocator.com\/City\/Schenectady-New-York.cfm\"><FONT color=\"black\">Schenectady<\/FONT><\/A><FONT color=\"black\"> in<\/FONT> 1988, I&#8217;ve been surprised that so many lawyers, <\/DIV><br \/>\n<DIV>who did not seem to be &#8220;public-service types,&#8221;&nbsp;sought County employment as they <\/DIV><br \/>\n<DIV>reached middle age &#8212; especially&nbsp;in part-time positions&nbsp;(ostensibly 17.5-hour weeks), <\/DIV><br \/>\n<DIV>which allowed them to keep their private practices.&nbsp; <FONT color=\"black\">Today&#8217;s <EM><A href=\"http:\/\/www.dailygazette.com\">Sunday Gazette<\/A><\/EM><\/FONT> offered <\/DIV><br \/>\n<DIV>one&nbsp;explanation (&#8220;County alters fee-insurance benefit, B1, Jan. 9, 2005, $$):<\/DIV><br \/>\n<BLOCKQUOTE><br \/>\n<DIV>&#8220;For decades, <A href=\"http:\/\/www.schenectadycounty.com\/\">Schenectady County<\/A> offered its employees and their <\/DIV><br \/>\n<DIV>spouses a sweet deal: Free health insurance for life after just five years&#8217; <\/DIV><br \/>\n<DIV>credit in the state retirement system.&#8221;<\/DIV><\/BLOCKQUOTE><br \/>\n<DIV>The&nbsp;insurance&nbsp;costs the County $6 million annually, which represents one-third of its <\/DIV><br \/>\n<DIV>total health insurance costs, and comes to over $5400 per retiree.&nbsp; And, because working <\/DIV><br \/>\n<DIV>for any branch of local government (including public defender offices, or town justices) <\/DIV><br \/>\n<DIV>counts as state retirement time, the retiree might have &#8220;served&#8221; Schenectady County for a <\/DIV><br \/>\n<DIV>very brief stint before &#8220;earning&#8221; this (and other) benefits.&nbsp; Under the new policy, you&#8217;ll have <\/DIV><br \/>\n<DIV>to work 15 years to get free health insurance for yourself and your spouse.&nbsp; It&#8217;s clear that <\/DIV><br \/>\n<DIV>a lot of elected officials are receiving this particular benefit, but the <EM>Gazettee<\/EM> was not <\/DIV><br \/>\n<DIV>able to obtain the numbers.&nbsp;&nbsp;&nbsp;<\/DIV><br \/>\n<DIV><FONT face=\"Arial\"><\/FONT>&nbsp;<\/DIV><br \/>\n<DIV><img decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/ethicalesq\/shipcrusadeneg.jpg\" alt=\"crusade ship\" \/>&nbsp; A <A href=\"http:\/\/www.nytimes.com\/2005\/01\/09\/opinion\/9sun1.html?ex=1263013200&amp;en=60394c26a592d828&amp;ei=5090&amp;partner=rssuserland\"><EM>New York Times<\/EM> editorial<\/A> today starts with &#8220;<STRONG>Tort reform<\/STRONG>,&#8221; the Bush <\/DIV><br \/>\n<DIV>administration&#8217;s answer to the problem of high medical malpractice costs, makes sense from <\/DIV><br \/>\n<DIV>only one aspect: the political. &#8221;&nbsp; It&#8217;s a good read.&nbsp;
