法国启蒙時期思想家孟德斯鸠用27年的光陰在1748年出版了《论法的精神》，分析了三權分立的原則。伏爾泰誇讚這本著作是“理性和自由的法典”。孟德斯鸠认为：“一个共和国的不幸，就是它不再有阴谋秘计的时候。这情形发生在人们用金钱腐化了人民的情况下，这时人民变得冷静了，热衷于金钱，而不再热衷于国事了。”
