{"id":2978,"date":"2006-09-03T21:58:28","date_gmt":"2006-09-04T01:58:28","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/dbnews\/2006\/09\/03\/civil-war-or-clash-of-civilizations\/"},"modified":"2006-09-03T21:58:28","modified_gmt":"2006-09-04T01:58:28","slug":"civil-war-or-clash-of-civilizations","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/dowbrigade\/2006\/09\/03\/civil-war-or-clash-of-civilizations\/","title":{"rendered":"Civil War or Clash of Civilizations"},"content":{"rendered":"<p><a name='a8798'><\/a><\/p>\n<table width=\"537\" border=\"0\">\n<tr>\n<td height=\"683\">\n<p align=\"justify\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/dowbrigade\/CultureClash.jpg\" width=\"298\" height=\"370\" align=\"left\">WASHINGTON<br \/>\n          &#8211; Attacks and civilian deaths in Iraq have risen sharply in recent<br \/>\n          months, with casualties<br \/>\n          increasing by<br \/>\n          1,000 a month, and sectarian violence has engulfed larger areas of<br \/>\n          the country, the Pentagon said Friday in a strikingly dismal report<br \/>\n          to Congress.Civilian and military deaths and injuries<br \/>\n        have surpassed 3,000 each month since May.<\/p>\n<p>The report held to previous Bush administration statements that Iraq<br \/>\n        is not in an all-out civil war, but conceded that &quot;conditions that<br \/>\n      could lead to civil war exist.&quot;      <\/p>\n<p>from the <a href=\"http:\/\/www.latimes.com\/news\/printedition\/front\/la-fg-usiraq2sep02,1,5058112.story?coll=la-headlines-frontpage&amp;track=crosspromo\">LA Times      <\/a><\/p>\n<p align=\"justify\">What exactly is the definition of civil war we are using<br \/>\n        here, and in what metric does Iraq fall short? It seems the only thing<br \/>\n        restraining<br \/>\n      the place from degenerating into a Sunni-Shia bloodbath is the<br \/>\n        presence of the US as a unifying force &#8211; militias from both sects are<br \/>\n        trying hard<br \/>\n        to kill as many of us as possible.      <\/p>\n<p align=\"justify\">Unfortunately, on this point the President is correct &#8211; if we leave,<br \/>\n        the country will completely break apart. Trouble is, even if we stay,<br \/>\n        it<br \/>\n        just means<br \/>\n      the Iraqi militias will only be able to dedicate themselves to killing<br \/>\n      each other part-time, have of course to devote the rest of their time to<br \/>\n      killing US,      <\/p>\n<p align=\"justify\">The scary truth is that the only thing capable of preventing<br \/>\n        an all-out civil war between Shia and Sunni would be the intervention<br \/>\n        of an <a href=\"http:\/\/blogs.law.harvard.edu\/dowbrigade\/2006\/07\/24\">Islamic<br \/>\n        Superstate<\/a> or Greater<br \/>\n        Islamic Republic with the Theological weight to call the mullahs from<br \/>\n        both sides together, and impose order.      <\/p>\n<p align=\"justify\">It seems clear to the Dowbrigade that  theocracy is<br \/>\n        the only kind of government that can work in this part of the world<br \/>\n      at this point in history. From northern Africa to eastern Europe governments<br \/>\n        based on Sharia, 800-year-old Islamic law, have proven functional where<br \/>\n        Western-style administrations running the gamut from free-market Capitalist<br \/>\n        to Red Book Communist have failed spectacularly and abjectly with a staggering<br \/>\n        cost in human misery.      <\/p>\n<p align=\"justify\">Even in Israel, our pet &quot;only Democracy in the Middle East&quot;, the Church<br \/>\n      has a greater influence than in any of the other Western democracies. The<br \/>\n        Council of Rabbis and the religious parties are consulted on all aspects<br \/>\n        of Israeli life.      <\/p>\n<p align=\"justify\">It is our personal belief that after 5 consecutive generations<br \/>\n        being cheated out of their birthright and sold down the river by corrupt<br \/>\n        local leaders<br \/>\n        in consort with the bloodless<br \/>\n      vampires of petro-capitalism, ordinary people in the Middle East are so<br \/>\n      jaded and cynical of ALL politicians that they are taking refuge in the<br \/>\n      most powerful and real thing they can see and feel in their lives &#8211; God.<br \/>\n        For them, right now, the life of the Spirit is more real, cleaner and<br \/>\n        clearer, and more liberating and rewarding, than anything we or our local<br \/>\n        front men can offer them.      <\/p>\n<p align=\"justify\">But what do we know. Politicians on all sides may try<br \/>\n        to take advantage of this sad state of affairs, scholars and pundits<br \/>\n        may try to analyze<br \/>\n      and explain it, visionaries and educators may be able to change it in a<br \/>\n        generation or two, but realists have to accept that any attempts to transform<br \/>\n        the Middle East through Democracy are, for now at least, doomed to abject,<br \/>\n        tragic and costly failure. The Middle East will be ruled by religion<br \/>\n        until well past our lifetimes.<\/p>\n<p align=\"justify\">However, all is not gloom and doom. Letting nature take<br \/>\n        its course and following a policy of isolation and detente similar to<br \/>\n        our posture towards<br \/>\n        the Soviet Union will eventually expose the flaws and inability to provide<br \/>\n      for its population of the <a href=\"http:\/\/blogs.law.harvard.edu\/dowbrigade\/2006\/07\/24\">      Islamic<br \/>\n      SuperState<\/a>, just as they did in the<br \/>\n        case of the Soviets. But until we let them expose themselves in equal<br \/>\n      and open competition, they have the luxury of controlling the ground simply<br \/>\n        on the basis of being anti-US.      <\/p>\n<p align=\"justify\">Any true patriot who believes in the inherent superiority of our system<br \/>\n        should welcome this kind of comparative competition, and should support<br \/>\n      anything that can stop the open warfare and move us toward a non-violent<br \/>\n        war of economies, social systems, and , yes, cultures.
