{"id":2919,"date":"2006-06-24T11:22:35","date_gmt":"2006-06-24T15:22:35","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/dbnews\/2006\/06\/24\/wheres-the-fire\/"},"modified":"2006-06-24T11:22:35","modified_gmt":"2006-06-24T15:22:35","slug":"wheres-the-fire","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/dowbrigade\/2006\/06\/24\/wheres-the-fire\/","title":{"rendered":"Where&#8217;s the Fire?"},"content":{"rendered":"<p><a name='a8614'><\/a><\/p>\n<table width=\"537\" border=\"0\">\n<tr>\n<td>\n<p align=\"justify\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/dowbrigade\/wailstop.jpg\" width=\"280\" height=\"200\" align=\"left\">An ocean speed limit proposed by the federal government<br \/>\n          yesterday could help protect endangered right whales, but is expected<br \/>\n          to face stiff opposition from the shipping industry.<\/p>\n<p>        The migration paths of the North Atlantic right whales significantly<br \/>\n        overlap with major East Coast shipping lanes, and ship strikes and fishing<br \/>\n        gear entanglement are the commonest causes of death for the whales.<\/p>\n<p align=\"justify\">from the <a href=\"http:\/\/www.boston.com\/news\/nation\/articles\/2006\/06\/24\/ocean_speed_limit_proposed_to_protect_endangered_whales\/\">Boston Globe<\/a><\/p>\n<p align=\"justify\">At the risk of sounding stupid<br \/>\n            (a risk the Dowbrigade has been know to take on in his sleep) can<br \/>\n          we ask<br \/>\n            why<br \/>\n            ships<br \/>\n            don&#8217;t<br \/>\n            use some sort of high-frequency warning horn to tell those pesky<br \/>\n          whales to get out of the way? We always thought that whales had exceptional<br \/>\n              underwater hearing, what with the Whale Songs of the Seas and all<br \/>\n            that.<\/p>\n<p align=\"justify\">With all of the pork barrel projects getting milked<br \/>\n          like zits on an adolescent by lawmakers of all stripes and political<br \/>\n          persuasions these days (see <a href=\"http:\/\/news.bostonherald.com\/localPolitics\/view.bg?articleid=144760\">this<br \/>\n          Boston Herald article<\/a> for juicy details<br \/>\n          on line items such as $150,000 for a UMass study of the winter moth<br \/>\n          worm,$50,000 to restore a stagecoach in Barre and $40,000 for Seine<br \/>\n          Boat replicas in Gloucester), one would think the government could<br \/>\n          spare a couple of hundred grand to figure out what kind of sub-sea<br \/>\n          sounds<br \/>\n          whales just hate, to clear them out of the area. Hell, if we have an<br \/>\n          &quot;<a href=\"http:\/\/minnesota.publicradio.org\/display\/web\/2006\/06\/19\/sound\/\">ultrasonic teenage repellant<\/a>&quot;, why not one for whales? <\/p>\n<p align=\"justify\">How much could it cost to mount one of these sonic<br \/>\n          cow-catchers on the prow of every cargo ship and liner plying the Atlantic<br \/>\n          shipping lanes. A lot less than this proposed &quot;speed limit&quot;! How much<br \/>\n          would it cost world business and shipping concerns if all of our steel,<br \/>\n          Toyotas and fashion footware took longer to get to the US because of<br \/>\n          a mid-ocean speed limit! Think of the rock-hard avocados and rotting<br \/>\n          mangos we would be facing on supermarket shelves! Think of the added<br \/>\n          costs in labor and maintenance when 10-day trips become 15-day trips.<\/p>\n<p align=\"justify\">Think of the fiendish complexity alone of the necessary<br \/>\n          efforts to enforce the limit! Maritime troopers on jet skis flagging<br \/>\n          down million-ton oil tankers? Submarine speed-traps hidden beneath<br \/>\n          the waves? A fleet of confiscated cigarette boats passing out infractions?<\/p>\n<p align=\"justify\">How about we impose a speed limit on the WHALES, huh?<br \/>\n          They&#8217;re supposed to be smart &#8211; aren&#8217;t their brains even bigger than<br \/>\n          ours? Why can&#8217;t they slow down by 5 or 10 knots, and watch where they<br \/>\n          are going? What&#8217;s their hurry, they late for choir practicce? They aren&#8217;t on the clock.&nbsp; What<br \/>\n          right do they have to impede the wheels (or screws, in this case) of<br \/>\n          commerce and cost tax-paying businesses millions?<\/p>\n<p align=\"justify\">We think it is time for the Whales of the World to<br \/>\n          step up and do their part to keep the shipping lanes free.
