Sachs at Columbia has an insightful commentary in <a href=\"http:\/\/www.nytimes.com\/2004\/06\/05\/opinion\/05SACH.html?ex=1401854400&amp;en=325fd37751890a8d&amp;ei=5007&amp;partner=USERLAND\">today&#8217;s<br \/>\n        New York Times<\/a>, concerning the US Government&#8217;s inability to understand<br \/>\n        or deal with problems in the world&#8217;s poor countries, home to over hald<br \/>\n        the population of the globe.&nbsp;The tragic irony is that while these<br \/>\n        countries may not be major players in world financial circles, their<br \/>\n        problems, if unattended tend to spread and burst open like infected boils,<br \/>\n        inevitably involving US troops and resources in cleaning up the resulting<br \/>\n        bloody messes&#8230;<\/em><\/p>\n<p>        The undoing of American foreign policy is captured in the budget numbers.<br \/>\n            Long gone are the Marshall Plan times, when we dedicated several<br \/>\n            percent of our<br \/>\n      gross domestic product to European reconstruction. The United States will<br \/>\n      spend about $450 billion this year on the military but only $15 billion<br \/>\n            on official development assistance. The 30-to-1 ratio is mirrored<br \/>\n            by a similar<br \/>\n      imbalance in our thinking. Our military expertise is undoubted.
