{"id":2361,"date":"2004-05-06T00:31:17","date_gmt":"2004-05-06T04:31:17","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/dbnews\/2004\/05\/06\/dowbrigade-guilty-of-white-slavery\/"},"modified":"2004-05-06T00:31:17","modified_gmt":"2004-05-06T04:31:17","slug":"dowbrigade-guilty-of-white-slavery","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/dowbrigade\/2004\/05\/06\/dowbrigade-guilty-of-white-slavery\/","title":{"rendered":"Dowbrigade Guilty of White Slavery?"},"content":{"rendered":"<p><a name='a3326'><\/a><\/p>\n<table width=\"537\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tr>\n<td>\n<p> <img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/dowbrigade\/whslav.jpg\" width=\"194\" height=\"273\" align=\"left\">An interesting,<br \/>\n        in-depth article appeared in the<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A61457-2004May2.html\"> Washington<br \/>\n        Post <\/a>this week about the<br \/>\n        prevalent practice of third world diplomats in the United States bringing<br \/>\n        domestic servants to Washington and New York on work visas and keeping<br \/>\n        them in virtual slavery under the same payment arrangements and terms<br \/>\n        they are accustomed to paying in their home countries.<\/p>\n<p>In many cases these nannies, cooks and housekeepers have been employed<br \/>\n        for the same families for years, but of course the miniscule wages and<br \/>\n        horrendous working conditions they are used to at home are clearly illegal<br \/>\n        in the US.&nbsp; In addition, in the worst cases the foreign workers<br \/>\n        are subject to physical, emotional and sexual abuse, their passports<br \/>\n        are confiscated and they are threatened with imprisionment or retaliation<br \/>\n        against family members still in their countries if they go to the authorities.<\/p>\n<p>The sad truth is that economic conditions and unemployment are so bad<br \/>\n        in many of these countries (including Ecuador) that poor workers are<br \/>\n        willing to work for almost nothing at home. When they are brought to<br \/>\n        the US, they sign ficticious contracts for the benefit of US authorities<br \/>\n        and visa requirements, but are still actually paid almost nothing and<br \/>\n        kept under virtual house arrest.<\/p>\n<p>The most injust aspect of the whole affair seems to be that even when<br \/>\n        these workers escape or are rescued, legal steps against the perpatrators<br \/>\n        is often impossible, as they are protected by diplomatic immunity.<\/p>\n<p>How does this relate to the Dowbrigade? In our current hideout in beautiful<br \/>\n        beachside resort of Manta, Ecuador, we employ an indigenous woman to<br \/>\n        come to our apartment once a week and wash our clothes and clean the<br \/>\n        apartment.&nbsp; We<br \/>\n        found her through our host family, a middle class college professor who<br \/>\n        also employs the same woman once a week for the standard local wage for<br \/>\n        domestic employees &#8211; $6 a day, for about 6 hours of work, plus lunch.<\/p>\n<p>When we offered to pay a bit more ($7), we were admonished by Norma<br \/>\n        Yvonne and our host that this was a very bad idea, as it would set a<br \/>\n        dangerous precedent and cause problems between them and their domestic<br \/>\n        employees.
