{"id":1986,"date":"2004-01-22T18:05:22","date_gmt":"2004-01-22T22:05:22","guid":{"rendered":"http:\/\/blogs.law.harvard.edu\/dbnews\/2004\/01\/22\/ambassador-to-terror-who-knew\/"},"modified":"2004-01-22T18:05:22","modified_gmt":"2004-01-22T22:05:22","slug":"ambassador-to-terror-who-knew","status":"publish","type":"post","link":"https:\/\/archive.blogs.harvard.edu\/dowbrigade\/2004\/01\/22\/ambassador-to-terror-who-knew\/","title":{"rendered":"Ambassador to Terror &#8211; Who Knew?"},"content":{"rendered":"<p><a name='a2382'><\/a><\/p>\n<table width=\"537\" border=\"0\">\n<tr>\n<td width=\"537\">\n<p><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/cyber.law.harvard.edu\/blogs\/static\/dowbrigade\/tertar.jpg\" width=\"175\" height=\"131\" align=\"left\"><em>The<br \/>\n        following story concerns Cofer Black (now there&#8217;s a name to conger with),<br \/>\n        US Ambassador for Terrorism.&nbsp;Our question is, since when does the<br \/>\n        United States have ambassadors to things as amorphous as &quot;Terrorism&quot;<br \/>\n        or even<br \/>\n        &quot;anti-terrorism&quot;?<br \/>\n         The Dowbrigade&#8217;s dictionary says that Ambassador means &quot; an official<br \/>\n        envoy; especially : a diplomatic agent of the highest rank accredited<br \/>\n        to a foreign government or sovereign as the resident representative of<br \/>\n        his own government or sovereign or appointed for a special and often<br \/>\n        temporary diplomatic assignment&quot;.<\/em><\/p>\n<p><em>We thought Ambassadors had to be named to countries, or, stretching<br \/>\n        a point, to quasi countries like the Palestinians or the Vatican. How<br \/>\n          old-fashioned of us, appearantly.&nbsp;Do we now have an Ambassador<br \/>\n          to the Cosa Nostra (Embassy in Sicily)? Ambassador to Counter-Protectionism?<br \/>\n          (Wouldn&#8217;t<br \/>\n        have to leave Washington)? Ambassador for Global Warming? (Been slacking<br \/>\n        off lately)? <\/em><\/p>\n<p><em>We can see how being able to invent and appoint Ambassadorships<br \/>\n          in this manner could really help an Administration looking to multiply<br \/>\n          its foreign<br \/>\n        allies.&nbsp; Much easier than inventing new countries. In fact, the<br \/>\n        Dowbrigade would like to take this opportunity to throw his hat in the<br \/>\n        ring for the Ambassadorship to the South American Drug Cartels.&nbsp;We<br \/>\n        could get tough with those rapscallions &#8211; we speak their language&#8230;&#8230;<\/em><\/p>\n<p>WASHINGTON (AP)-The al Qaeda terror network is<br \/>\n        under &quot;catastrophic<br \/>\n        stress&quot; but<br \/>\n        still poses a threat, a U.S. official said in an interview broadcast<br \/>\n        Thursday. <\/p>\n<p>        Cofer Black, the U.S. ambassador at large for counterterrorism, said<br \/>\n        some two-thirds of the al Qaeda leadership have been detained or put<br \/>\n        out of<br \/>\n      action since the Sept. 11 attacks &#8211; a claim also made by President Bush<br \/>\n      in Tuesday&#8217;s State of the Union address. <\/p>\n<p>      Black told British Broadcasting Corp. radio that al Qaeda has been significantly<br \/>\n      weakened. <br \/>\n&quot;The al Qaeda of the 9-11 period is under catastrophic stress. They<br \/>\n      are being hunted down, their days are numbered,&quot; he said in an interview<br \/>\n      recorded in Washington. <\/p>\n<p>      Counterterrorism officials are concerned about a new generation of al Qaeda<br \/>\n      sympathizers.<\/p>\n<p>&quot;The next group of concern would be &#8230; a generation younger.
