Judge, the woman who gave birth on the Red Line but refused assistance from passengers and police, is being committed to a psychiatric facility for further evaluation, officials of the state Department of Social Services said yesterday. <\/p>\n<p>Judge, a former nurse, was riding the inbound train when she delivered a full-term baby, standing up, between the North Quincy and the JFK-UMass stops.
