I took it off to fix it, and found that half of it was screwed into the drywall, without any sort of wood behind it.  This kind of thing can work sometimes, but in this case it had apparently given out some years before.  The previous tenant had tried to repair it by stuffing steel wool into the centimeter-wide ragged holes, and screwing the rack back into the steel wool.
